What is Attestation Letter?

Immigration, Refugees and Citizenship Canada (IRCC) declared a new rule of Provincial Attestation Letter on 22 January 2024 to promote education and support international students. After that, on 5th February 2024, they gave more information about this letter and said that the applications which were received before 8:30am of 22 January 2024 do not need attestation letter. The whole process of this letter will be in place by 31 March 2024. Furthermore, this letter will be issued by the provinces.

Who requires a Provincial Attestation Letter?

  • A student who is applying for post-secondary diploma, certificate or bachelors.
  • PG-Diploma, certificate

Who does not require a Provincial Attestation Letter?

  • A student planning for Master's or Doctoral degree.
  • A student who is already in Canada having Study-permit or on work-permit.
  • A student who wants to extend his/her study-permit.

Why PAL is mandatory?

Prior to announcing about this letter, Province's government did not have record of students that how many international students were studying in Canadian Institutes. After implementing this rule, provincial government will have record or data of international students. They can overview the number of international students in DLI colleges and further this will benefits the students.
